In fact, some of the most prevalent diseases in the early 1900s — including Tuberculosis (TB), Scarlet Fever and Typhoid — followed the same declines WITHOUT ever having a vaccine program (in the US). Vaccine theory makes no sense in the modern world, vaccines don't work and they never have. Ask a plumber why diseases have declined. In the 1980's, vaccine manufacturers realized they were getting sued all the time for faulty products. They couldn't make any money so they said, "Let's make it illegal to sue the manufacturer, instead we will hold secret courts and award the victims through taxpayer dollars. Problem solved!"
