the gun is only the receiver. not the barrel, not a shroud, not a mag. straw purchases do not apply. You dont fill out paper work for those things. Not sure on body armor laws, however.

That form was used to purchase a pistol - so it really had nothing to do with the drum mag or body armor. The guy was charged for whatever reason the feds decided to do so. He left himself open to it unfortunately. He'd probably not have been charged if the feds didn't want something from him. Of course, if he gave the pistol to the real perp, he could have been charged for a straw purchase.
