12VDC is strictly amateur home grade, roof mount nominal 48V panels with string inverters will easily put out 240V AC.

Most likely botched installation ... but voltage off of the panels could be running high overloading the wiring ... or the wiring may be BAD for being outside subject to intense UV sunlight radiation thus the outer insulation of the wiring is breaking down. (WHO provides the wire to wire the panels together? Contractor or Tesla?)

Wal Mart probably ran some tests and before suing saw some results from those tests that indicated problems of one sort or another.

While normally I would think bad installation ... but with Wal Mart involved I think we will have to wait and see what develops with the case.

These projects would have a electrical engineer, building and safety plan review, several electrical inspections and installed in accordance with plans and specifications.

I think you are right, I will go with the installers, I have worked for one contractor who does these type of retail and they do not operate with in the law, I am a Licensed electrician in several western states and they sent me to other states that require a state license they told me It is covered under theirs, nope, All the work i witnessed was in no way in a workman like manor! It was the worst i have ever seen.
