There's a theory that if you cut off the signal from one eye, then the brain has less visual data to deal with and can be used more for higher reasoning, i.e. social control methodology, etc.

Even if the theory is valid, I doubt it has much to do with the black eyes. Semi-blinding someone as an adult would do little more than leave them off balance and probably thinking even less.
