The "statue of limitations" on most federal crimes is 5 years. This means that charges have to be brought against the suspect within 5 years of committing the offense. So when Hillary was Secretary of State, and committing "bribery", also known as "Pay-to-Play" (foreign governments would have to make "contributions" to the Clinton Foundation to be given access to her as Secretary of State), those years when Eric Holder and Loretta Lynch as Atty Gen., did not bring charges against Hillary, the clock was running.
