Honestly if it wasn't already apparent, it sure became so after the hunger games. I literally got sick to my stomach, to think of the whole incredulous population being mocked.

Step 1: Use the media and politics to isolate the population into small groups and divisions.

Step 2: Slowly ramp up the narrative and rhetoric to further magnify those divisions and begin to grind them against each other.

Step 3: When one or more of the groups frustrated anger erupts into violent action fan the flames until it spreads across the whole of the population.

Step 4: Use the media to label all violent actors and groups as terrorists and shift the narrative to saving America from collapse in the civil war and duty to the country.

Step 5: Declare martial law, suspend the constitution and mobilize the military to do what they have been training to do; clear the insurgents.

Step 6: Remove the velvet glove from Big Brother's iron fist and bring the remaining population into the brave new world.
