Gas movement due to pressure differential is not the same as a person throwing an object. So Newton’s law does not apply is the same manner. There is no equal and opposite force from gas movement due to pressure gradient force. High pressure in the rocket expands to low pressure outside the rocket. This is caused By pressure gradient force, not because the rocket pushes the exhaust out. The exhaust then needs to push of the atmosphere to create thrust.

Same concept, the exhaust moves towards low pressure without pushing off the rocket. It’s only when pressure builds up behind the rockets and that pressure pushes the rocket when moving towards low pressure in front of the rocket. In space, pressure can’t build up behind the rocket.
