Guys with 11 million under quarantined what are they not telling us?

They design cities so that they are easy to quarantine, you would be surprised how few soldiers it takes to lock up 95% of a city. No one in no one out

My concern is if they are quarantining cities why aren’t we denying entery to Chinese
