In a way, we have indeed been "cut off" from Divine Light, and the celestial beings which supervise our universe, and have been held in a sort of quarantine for thousands of years. This period was designed as a time during which global inhabitants had a chance to rediscover the "right path". Some have, and some have not. The end of this period is close, and so indeed there is a judgement of sorts coming.

I would say that this is not an "evil dimension". We collectively have formed or allowed the evil to form. It is our challenge to turn that around. "Dimension" is also an erroneous term in this context. The world dimension designates a level of consciousness, and just now that level - on average - is quite low.
