Yes, this is a bioweapon. Look up CRISPR gene editing. Came out 2014. If you can do literally any biology lab procedure, you can perform crispr. I work with human genomes, that is where it gets complicated. Engineering a virus like this would be super easy if you had the money and any kind of a team. What else do you wanna know?

Essentially, doing crispr on a live organism is tough, because if off target effects. Crispr will make a mistake and insert the sequence in the wrong spot occasionally. However for shit like a fetus or a virus (which you discard if it errors) you can literally do whatever you want.

Off target effects means it takes out the wrong gene and you probably die immediately. Haven't been privty to that experiment yet but I can imagine. That's why say I virus, crispr could screw up 99% of the experiments but you just keep the one it did right.
