I lived in the DC area when 9/11 happened and I can only describe the aftermath as "paralysis." People did go to work, but it just felt like everything came to a screeching halt and it took a few months for things to start moving and I would say even a few years before things got back to the "new normal."

The whole attitude and vibe of the city changed after that.

As I recall, a lot of things remained shutdown for a few weeks afterwards. I don't remember being specifically told to shelter in place but it seemed like people were doing that anyways.

In the Middle Ages you had plague after plague, earthquakes flattening cities, starvation after starvation. There was no anarchy, but you did have organized power blocs (armed temples, Shogun families, provincial stewards) start to fight and it was bloody as fuck. But the average person did not go nuts in the street (though there were times it came close).
After WWII and two nuclear strikes, most cities had been flattened. Not a hand was raised against the occupying forces.
After Fukushima I personally witnessed people who had lost everything including family members waiting quietly and tearlesssly in line for instructions.
This country will prevail.
