No. Not in this country. Elsewhere maybe.
75% of the population was wiped out in the 700s from a smallpox epidemic and there was no anarchy.
In the Middle Ages you had plague after plague, earthquakes flattening cities, starvation after starvation. There was no anarchy, but you did have organized power blocs (armed temples, Shogun families, provincial stewards) start to fight and it was bloody as fuck. But the average person did not go nuts in the street (though there were times it came close).
After WWII and two nuclear strikes, most cities had been flattened. Not a hand was raised against the occupying forces.
After Fukushima I personally witnessed people who had lost everything including family members waiting quietly and tearlesssly in line for instructions.
This country will prevail.

In Britain, people had a "Keep Calm and Carry On" mantra throughout WW2. This was largely observed.

These days our cities are full of Somali savages who think rather differently.
