If it's a one-time pad encryption, you wouldn't. It is literally impossible to decypher without a key.

Forget code books (from movies), forget public key encryption (SSL, RSA, and all the rest of that fully crackable crap), one-time pad is the encryption of choice for any intelligence agency of any worth.

In this case, it's not so much about the content of the message as it is about the fact that secret messages are being sent at all... and by whom.
