He said there are over 200 counties with no cases of the virus and it does not make sense to shut down the entire state and that the mayors have the full authority and backing of the state to take measures they deem appropriate. It hasn't been announced, and probably shouldn't, but I heard it straight from a friend of mine who has been a cop here for years, and he is no bullshitter.
