Let's say you shut off your GPS.

How does a cellular network know which tower to send a call to you and which tower face to send the signal to your phone?

Don't attack me for it, I'm only the messenger and have known this for decades [hell I was one of the engineers that designed this when cell phones moved from 800 MHz cellular to PCS] and shared it here for years. If it was marketed to you as being able to have geolocation disabled by the end user, it was your cell provider that lied to you. GPS in your phone is to allow you to find your location when you are away from any cell network and it assumes you have already downloaded the GIS data for the area you will be in.
