President Duterte wasn't threatening to shoot just "anyone defying corona quarantine", he was talking about shooting members of leftist organizations who may try to exploit the Coronavirus crisis to encourage civil unrest and rebellion against the government. Also the orders given to the police and government forces were to shoot in self defense if they felt their lives were in danger.

As usual the media is distorting what he said. I sent the article to a buddy and he listened to what he actually said and he stated that if an officers life is threatened due to people getting violent to shoot them dead.
