Yes, but let’s say we are in a state of war, this order admits the grid has massive vulnerabilities, actors are documented attempting to exploit these vulnerabilities, and the threat is legitimate enough to issue an executive order protecting our grid and stopping all foreign dependence.

Apparently China had the world market cornered them so if we had a bad EMP that took out a few hundred thousand transformers, it would take almost a year to get them from China. Our grid would stay down for a long time especially since we are having a silent war with China.

re-routing power circuits to by-pass crippled stations.

Can also isolate communication wise and guard them to prevent physical access, to prevent the kind of hacking necessary to exploit the weakness.
