I feel sorry for the 900 pound horse to have to carry around a 300 pound cop.
A 1200 pound horse? You're talking Percheron sized. Combined weight of 1200 pounds, maybe, and horses really do not want to step on anyone, even if forced. If he had taught the horse to step on people the horse would be stepping on him as well as the farrier, and the veterinarian too.
A cop that relies on a tiny whistle to notify people in front of him that he is coming needs to use his voice more. In a noisy environment the sound of a whistle can seem to come from anywhere.
