They could possibly be headed to France.

What we need to find out if there's a reason their plane would have been in D.C. (it's not an exceptionally long drive from New York to D.C. and that would make sense as to why it was early morning before they got their for departure) or were they already in D.C. for some reason on or around the 4th of July.

France is a possibility. It was speculated she was already there because of the issues with extradition in France. I'm not sure of the ins and outs of it but it is reportedly very difficult to extradite certain people from France.
