India has the world's largest rat population because they don't store their farmed food and grains etc in modern refrigerated warehouses. Instead, they mostly store it in ramshackle buildings without refrigeration etc, i.e. still using medieval technology. Thus it's a rat paradise. So they have some cases of plague every year.
