Lowery said once she realized the seeds were not to be planted, she contacted the Kentucky Department of Agriculture.

According to Lowery, KDA told her to either burn the plant or double bag it and throw it in the trash. She tried to burn the plant, but said it was difficult, so has triple bagged it but has not thrown it in the trash yet.

KDA has released a statement regarding guidance on what to do with plants that have sprouted from the seeds. The department is still waiting on advisement from the USDA-APHIS on the matter.
“Out of an abundance of caution, we reached out again to USDA-APHIS for further guidance on what to do with plant material,” said Sean Southard, Director of Communications for the Kentucky Department of Agriculture.

People across the country have reported receiving unsolicited packages of seeds in the mail that appear to be sent from China. And agriculture officials in 30 states are warning the public not to plant them.

The U.S. Department of Agriculture is aware of the reports and is working with the Department of Homeland Security’s Customs and Border Protection, and other state and federal agencies, to investigate the situation, according to a statement.

So what should you do if you receive one of the mysterious package?

The USDA urged the public to contact their state's plant regulatory official or state's animal and plant health inspection service.

"Please hold onto the seeds and packaging, including the mailing label, until someone from your state department of agriculture or APHIS (Animal and Plant Health Inspection Service) contacts you with further instructions," the statement said. "Do not plant seeds from unknown origins."

Residents of Utah have shared incidents of receiving small packages with Chinese writing that indicated the items as jewelry, according to FOX 13. These boxes actually contained unidentified seeds from China, recipients told FOX 13.

"I opened them up and they were seeds," Lori Culley of Tooele, Utah told FOX 13. Culley told the channel that she found the packages on Tuesday. "Obviously they're not jewelry!"

Fox 13 confirmed that the Utah Department of Agriculture and Food will likely investigate in coordination with Customs and Border Protection.

The Virginia Department of Agriculture and Consumer Services also made an announcement Friday, stating that they were aware of several residents receiving "packages containing seeds that appear to have originated from China." Noting that they have not identified the nature of the seeds yet, VDACS warned it "may be invasive plant species. VDACS asked recipients to not plant the unsolicited seeds and report them to the Office of Plant Industry Services.

While the nature of the seeds awaits further investigation, the risk of invasive species could potentially pose a large threat. A 2016 study by the Proceedings of the National Academy of Sciences looked at the global impact invasive insects and pathogens carry and showed that they could result in a multi-billion-dollar threat for agriculture around the world.
