Yes that is what it is called. I remember reading about it a while back. They can drop a highly dense object the size of maybe a washing machine from very high up and the damage done is equivalent to a nuke. The advantage of kinetic bombardment over an asteroid shower is you can have your shower whenever you want it, such as the day of an election. And essentially a fake asteroid storm gives you the ability to bomb anyone you want with impunity under the cover of the fake asteroid shower.
