Trump routinely cites a few weeks timeframe for new policy initiatives when he's just making shit up.

Here he is in May of 2018 saying the same thing:

President Trump said the health plans will come out over the next four weeks. His administration attempted unsuccessfully to push ACA repeal packages in 2017, and Trump called the ACA a "failed experiment" at the rally, according to Bloomberg.

Trump: ObamaCare replacement coming in 'a couple of weeks'
