Correction... get rid of taxes on all income under $50K. Keep the taxes for the higher brackets and increase them for the top 1% to 50%.

Just make sure you never rely on their UBI. Eventually they will make certain demands for everyone to receive it and most people will have put themselves in a position where they will have to comply or starve.
