Look Im not a Biden supporter but I think they are misunderstanding him. I dont think he is calling the reporter a junkie.

He is trying to compare the fact that someone randomly asking you to take a cognitive test is like someone just asking you to take a drug test for no reason and wondering if you are a junkie.
