That's SSTV or slow scan image transfer, it's basically a fax transmission, you can decode them with several online programs for free. I have pics from the ISS using that format.

I was going to mention that it sounded very similar to burst transmissions like in computer transmissions. You can clearly hear the carrier wave as it oscillates. Wonder if its just in upper sideband. If it's also in lower sideband, it could be a form of bi-directional communication via fax or computer to computer. To send and receive more packets of info, they could be using a form of phased shift keying...
