"conservative" californicators, upset with the high taxes and oppressive regulations, move to another state with lower taxes and less regulations, only to see it as "not as supportive and inclusive" as california was, so, when their numbers are large enough, they slowly start to vote in measures meant to emulate the things that they liked about california. over time, taxes start to approach the levels that they left and they wonder why.
