In today's terms they would be like OBL being the reason there is no a never ending war against terrorism going on today. Lots of the serf's money spent chasing them, no gold was ever recovered. Those Pirates??

The original pirates come from the Dalmatian coastline. They were present before the Roman empire as an independent navy. At one time Rome began "policing" the trade routes, actually molesting everyone, kidnapping people into slavery and robbing people blind while also charging taxes for Rome.

Then those independent navies became the natural opposition. They shipped goods you needed shipped safely, they defended the local population, they protected sensitive goods and information etc.

Later on that same movement spread to Portugal and up to Norway, around the 6th century. The knowledge of sailing and navigating along with the ancient maps.

These were not the same bunch as the later, 15th century and onwards extremely volatile and aggressive navies of the Ottomans for example.

You could say the original pirates were more of a resistance movement against empires and dark powerful groups.
