The link on the OP which says FDA is a PDF download and not a website link. The website conspiracy concrete runs with an article that says these side effects were discussed in a meeting and doesn't say they are listed as side effects by the FDA.

This was just a discussion and listing of how the FDA, etc. were going to monitor the safety of the vaccines, what tracking systems they were planning to use, and what "adverse events" they were going to investigate.

A vaccine "adverse event" is anything that occurs after someone received a vaccine even if it is only a coincidence.
