Trump is going to sign the bill in exchange for McConnell agreeing to put the 2,000 direct check up for a vote. House will pass this bill tomorrow but Senate won't have the votes due to GOP. That's the deal. The house bill for 2,000 checks states it can only take effect if Trump signs original $900 billion.

It may just mean he is signing the original bill. He has about 24 hours left to do it so the timing would make sense. Although Pelosi is supposed to introduce a bill tomorrow, a standalone just for $2k, so it could be that enough Republicans have agreed to pass it. Pelosi tried to pass it as an amendment through unanimous consent but that can be blocked by a single person and was (some Republican Congressmen from Alabama I think).
