They were founded primarily with people brought in after WWII to escape war crime charges, in other words, from countries in opposition to the US goals. Then, they continued to recruit from foreign enemies, including from political prisoner (some domestic) and war criminal pools (also some domestic). This is not a conspiracy theory. These are hiring practices. The intelligence agencies throughout the globe have various agreements, pacts, have worked under various projects together, various signed agreements, some of which you can actually find out in the open. They are a group. They belong to themselves. They are international. You belong to them, not the other way around. CIA has been the most evil thing to ever happen to US. The one thing Harry Truman regretted in his life was not dropping the A bomb on Japan twice - no - it was establishing the CIA. This includes malware which makes it look like it was planted by a foreign government or hacker. This includes Russia, essentially proving the CIA has the ability to plant evidence to make it look like Russian hackers were the culprits. This potentially disrupts and discredits the entire Russia hacking narrative being pushed by the media.
