Remember the early 90s when the once powerful cigarette companies gave in to all the lawsuits and new laws being placed on them. They made a deal to give politicians (Dems) wins for the public "safety" in turn for access to the newly opening Chinese market. It's been quite successful.

Whites are being replaced by a new and more populace consumer of China.
