I searched to find a college that doesn't require it and got zero hits. On a whim, I looked up BYU in Utah and although they recommend it, they DO NOT REQUIRE it.

If she wants to keep her health and maybe have kids one day tell her she CANNOT get these shots. Look for another school or postpone. It's heartbreaking but college is not worth destroying your whole life over. There are other paths. Many of these schools will be bankrupt in 10 years anyway.
