40-60 will take a few years before they start dying off or becoming disabled

20-40 will be 4-6 years out before their immune systems begin to show problems.

I don't know. California has lots of crap that hasn't been adopted nationwide, such as their emissions standards. I wouldn't necessarily look to Commiefornia as setting trends for the nation.
