For those who believe "not doing anything" will encourage more corruption, think of it like this...

You're at the circus. You want to play the ring toss game and win one of those big stuffed animals. You even saw someone walking around with one earlier in the day. So you go hand the man who's standing behind the counter, yelling to all the people passing by about how easy it is to get one of those big stuffed bears at his booth, $5 bucks. You get your rings and you toss them. Every single one bounces off the bottles, but one ALMOST landed where you wanted it. So now you think you got it figured out! You can get it right with one more try! You give the man, who is smiling now, $5 more. He gives you the rings and some words of encouragement. You toss those rings, nice and easy this time - you get one ring on a bottle, the other two bounce around... You get a little plastic duck this time. Not what you wanted, but it's kinda cute. By now some people have gathered around - and they think you can do it too! One of them gives the man $5 - he tosses his rings and gets 2 rings on! Yeah! He gets a little bobble-head dog for his dashboard! So you try again - you give the man more money. You had heard these games were rigged - but clearly you can get SOME rings on these damn bottles. You just need to keep trying. You just need to keep giving more money to that man promising the Big Stuffed Bear is possible - if you just do it right. Because what you REALLY want is that Big Stuffed Bear. And there's no WAY it can be so rigged that you'll ALWAYS lose. So maybe it will take 3 or 4 tries - but at least you'll get the prize! And then suddenly you get all 3 rings on! See, you proved it was possible to win! But then the man tells you you can only pick a prize off the lowershelf - the one with little stuffed cats. And you have to win AGAIN and trade in that cat for the Big Stuffed Bear! You know you can do it now! You did it once! You keep handing that man your money and everyone around you is giving the man money and they believe they can get that Big Stuffed Bear too! You almost had it last time - it was so close!

2 hours and $100 bucks later, you still don't have that damned Big Stuffed Bear. And you don't want to admit that you've been had. Because you really knew that there was no way to win this game from the beginning - that the man behind the counter was lying through his teeth to get you to keep giving him that $5 a shot. So if you knew from the beginning that the game is rigged - and you still keep playing.... what does that make you? It's easier to justify your loss - well I just blew it on the last toss. I was doing really good most of the time. I threw too hard - or too soft. My aim was off. All of that is easier to deal with than admitting, "I'm a fucking idiot for even stepping up to that booth and playing the first round in a game that EVERYONE knows is designed for me to lose. And it's done in so many ways that it's nearly impossible to prove, but we all know it. The game is rigged. It was a total waste of time and money to even play."

But sure enough - next summer when the circus is back in town. The same people will line up at the ring toss, and believe THIS is the summer they will win that Big Stuffed Bear.
