US Says It Fears Russia May Use Biological Weapons in Ukraine

(Bloomberg) -- Russia’s invasion of Ukraine has elevated US concerns that Vladimir Putin’s government could use biological weapons, according to a top US State Department official who’s in Geneva for a review of the global treaty addressing such threats.

“We’ve always been concerned about their own biological program,” Under Secretary for Arms Control and International Security Bonnie Jenkins said, speaking from the US Mission in Geneva. But those concerns have increased as Russia has continued to make unsupported allegations about US development of biological weapons in Ukraine. Such disinformation could mask Russia’s own weaponization of infectious diseases, she said.

A fractured Russian military continually bombarded by Ukrainian forces is a likely sign of more civilians being recruited to fight in the ongoing conflict, according to the Institute for the Study of War (ISW).



The U.S.-based think tank said in its report released Tuesday that continued Russian struggles with dated equipment and domestic personnel shortages are "indicative of a probable second wave of mobilization."

The prediction referenced a United Kingdom Ministry of Defence (MoD) report from Tuesday stating that Russia has "likely largely stopped" deploying battalion tactical groups (BTGs) the past three months, deemed a shift in traditional Russian military doctrine that supports ISW's prior assessments.

In April, the ISW found Russian BTGs being degraded in multiple Russian attacks, in cities including Kyiv, Mariupol, Severodonetsk and Lysychansk. Restoration of said BTGs "failed."

As Ukrainian forces recaptured a key town, another elite Russian unit appears to have gone through 'the meat grinder'

As September rolled around, everyone expected the Ukrainian military to launch a major attack against Kherson in the south.

For weeks, Ukrainian forces had been using US-supplied M142 High Mobility Artillery Rocket Systems to launch long-range precision strikes on Russian supply lines and communications networks in southeastern Ukraine.

However, the Ukrainians surprised the Russians and the world by launching a fast-paced counteroffensive in the east around Kharkiv, Ukraine's second-largest city. In just a few days, Ukrainian forces liberated hundreds of square miles of territory and scores of villages.

The fact that the Russian high command had decided to mass considerable forces in the south to defend Kherson, which Moscow ended up retreating from in November, aided Kyiv's counteroffensive, which sliced through Russian lines like a hot knife through butter and repeatedly flanked large Russian formations — including at a major logistical hub in far eastern Ukraine.

Russians are accusing Putin of ignoring domestic problems while focusing on the war in Ukraine.

 Some Russians are complaining about a lack of heating in their homes, The Daily Beast reported.

Forbes Ukraine estimated last week that Russia has spent around $82 billion in the war so far. 

Russians are angry President Vladimir Putin is spending billions on an increasingly unpopular war in Ukraine as they freeze back home, The Daily Beast reported on Thursday. 

As Russian troops continue to strike Ukraine's vital power in fractures — plunging millions into darkness — Russians at home are also struggling to keep afloat amid crippling Western sanctions. 


People living in many of the remote regions of the country, where conditions are at their worst, have been complaining about a lack of heating in their homes and burst water pipes, The Beast reported, citing social media posts. 

Remote regions including Tyumen, Karaganda, and Yakutia are among the worst affected, reporting many victims of frost in the past week, the outlet reported.

"They take young men—the only breadwinners—away and send them back in coffins. The guys freeze on the front, get sick, die while their families live in poverty," Valentina Melnikova, an activist with the Soldiers' Mothers Committee, told The Beast.

"It seems authorities have no interest left in human lives at this point," she added.

Nikolay Zolotov, a Russian blogger who lives in a republic in Siberia, told the Beast: "Dark times. Ukraine is surviving without heating and light and here in Khakasia our life is awfully hard."

"Bursting pipes is not the worst problem: people live on tiny salaries in a poorly maintained city, without cash to buy food, while our government spends billions on the special operation in Ukraine," he added.

"Another Russian bombardment is “imminent”, military analysts have warned, after satellite pictures showed bombers preparing at an airbase in south-western Russia.

Experts noticed the unusually high level of activity at the Engels-2 airfield, with nearly two dozen long-range Tu-95 and Tu-160 bombers reportedly being prepared for an operation.

“The unusually high number of bombers on the tarmac is an indication of an increase in operations, if not an imminent large-scale attack,” military analyst Arda Mevlutoğlu told the German newspaper Spiegel.

Fuel tankers can also be seen parked next to the long-distance bombers, which were surrounded by ammunition boxes."
