You are confused. The ones ordering our troops around are "under-cover traitoes under the control of a foreign government.

They have been ordered to weaken our troops and law enforcement agencies to a degree that the nation cannot protect itself from the planned invasion and take over of the USA.

The invaders do not want to destroy the infrastructure or farmlands. They only want to overcome an already ill and weakened population, finish up with wholesale murders and very deep mass graves.

The joke is that "they" will execute all of the government members who became traitors for payments of gold, diamonds, Tesla Stock, or young girls.
