Underground power distribution is cool. Happens all the time, but to get the amps to a subdivision will always require above ground facilities somewhere in the pipe.

Voltage carries the amps. Nobody will dig up a 6000 volt multi amp line to see what's wrong.

Above ground is best. Easy to monitor and easy to fix.
