Vaccinated broadcasting a bluetooth signal / unique MAC address

Every bluetooth device must have an MAC address. The devices that are unidentified, show up as MAC addresses. MAC addresses are hexadecimal numbers and consist of 12 characters. For example 00:26:08:94:A9:99 this MAC address is from Apple. First 6 characters identifies the vendor of that product. For our example 00:26:08 block are assigned to Apple and no other vendor in the world can produce a product and use this 00:26:08 block in their devices. Last 6 characters are assigned by vendor and could be anything. Manufacturer is free to randomly assign last 6 characters. So in order to learn the vendor of a particular MAC address you can search, without quotes, "mac address vendor finder" on duckduckgo. Various MAC address vendor finder tool websites show up. I checked these MAC addresses on these websites and all of them say the same thing. "The MAC address does not belong to any registered block." These MAC addresses are given to vendor via IEEE just like an IP address blocks given to the companies. So there is an authority to control of assigning MAC addresses to devices in the manufacturing stage. Even the worst chinese manufacturer must have an assigned block and permission from IEEE to use a MAC block. My point here is no devices can be made with unassigned MAC addresses.
