russia has a choice of either 1st preemptive nuclear strike or allow itself to be slowly encircled with NATO bases, weapons, missile systems. it already has AEGIS ashore in poland and romania on or close to its borders, and these missile systems which are supposedly defensive can be converted to fire offensive, nuclear missiles, even cruise missiles (which are harder to detect by radar) very quickly

a possible compromise would be allow these nations to join NATO but station no NATO weapons in them, and have limitations on the number and types of weapons they can possess. ( but that creates a slippery slope, once they're in NATO, if a few NATO weapons are put in, does that cross the line sufficiently for a response ) ... so far as i know NATO hasn't even offered this as a compromise. these nations could STILL train with NATO, could still contribute funds for NATO weapons but those weapons would not be within their borders. they could even keep ownership of those weapons, such as tanks, just not within their borders.

NATO seems to be trying to give the impression it wants russia to carry out a nuclear attack, as if they have some defense against it. to intimidate russia into surrendering
