Doubt that Putin would waste a tactical nuke on Ukraine. It wouldn't make any sense. He would waste a nuke on a strategic area where the West is working out of. So, wherever the West Generals are clustered will be the 1st site of a tactical Nuke.

Then, he will take out the ability to respond. That would be the Pentagon & the entirety of DC. He is not stupid. The best way to survive will be to take out the enemy.
