I would prime the wall first, with oil based primer if you live in a state that sells it, then scrape or sand off what is peeling to get a stable surface.

yes, there are several LOWES stores in Co Sprs ... but when I was searching for plaster, I never saw this option ... I have used the "hammered copper" paint before and was very pleased with its textured look ... but this seems to go on smooth (judging from the pictures) and I want a textured effect.

The troweling technique is what gives this the textured finished...unless you're just looking for sand finish.
