Most hot peppers are not Acidic but highly alkaline., so citrus or an acid is needed to neutralize it.

Milk and other such items are neutral to slightly alkaline.
So they really don't help. They do help coat the affected tissues somewhat, but really does not neutralize the problem.
The mouth and throat have a lot of nerve endings so in coating them, it seems like it is having a neutralizing effect.
But it just travels down into the stomach and intestines and inflames those tissues instead, unless you neutralize it.
