If it's only seen by the % of death the bigger picture isn't clear. MSM will only inform people of the medical risks, nothing more:
Covid, mild infection, take cover. Kills 1%.
Monkeypox, gay sex targeted. Poorly chosen cover. Kills 2%
Hemmorrhagic, severe, no cover possible. Kills 5%

However, there is a reason that biologicals would be used on these particular targets: to clear a path to the battlefield.

Covid, necessary for 1% to stay indoors = Antifa/BLM no more riots

Monkeypox, necessary to identify 2% gays, because draft coming. Would be disruptive to ranks.

Hemmorrhagic, on the battlefield, clearing out the enemy 5% to get to new location.
