The author is stating that people on the upper strata of human society benefit from people being impoverished and hungry, and that that is why there is little effort made from those quarters to improve their lot in life. It is arguing for a more equitable arrangement for everyone, NOT extolling the virtues of hunger slavery.

Completely wrong. In the hard manual labour warehouse I worked at, with just one 30 min break in a day in which to eat food, I was hungry and thus exhausted most of the time and got less done.

In the overflow warehouse where I then worked we were given dinner break plus two 10 min breaks to eat food and drink, and we were praised for how much work we got done in comparison to the so called lazy workers over in the main Wearhouse.

You need fuel in your body to produce the most work. It's a no-brainer that rich ruling elites seem not to comprehend.
