Even if he did declassify them they are government property and he had no right taking them to mar a lago.

While he was president he could declassify any document he wanted.

If usa president says something top secret he knows, they have to declassify it.

I will tell you what trump meant.

As president he would of been given a security clearance. That means what he had access too, would of only been upto that clearance level.

He often had to leave the room, if things were being discussed that were above his security clearance.

What trump is boasting about, is that he got access to files, and data that was meant for people with higher security clearances then he was at.

This is what he meant by having special powers, and boasting about it.

He never told the public anything, that he read.

But under law, trump could of told any thing he read or found out at his level of clearance, and the usa gov would of had to declassify it, as once the president says it, its not secret anymore.
