"Now faith is the assurance of things hoped for, the conviction of things not seen." - Hebrews 11:1

Faith leads to action, but the actions themselves are not faith. Two men can take the same action but for very different reasons.

For example,

"Some, to be sure, are preaching Christ even from envy and strife, but some also from good will; the latter do it out of love, knowing that I am appointed for the defense of the gospel; the former proclaim Christ out of selfish ambition rather than from pure motives, thinking to cause me affliction in my chains." - Philippians 1:15-17

The actions themselves are not faith.

Jesus and Pharisees both recited scripture, but the latter did not do so out of faith in God, but rather believing in themselves for their own selfish ambition.
