the logistics of exploration exhausts so many resources down there. the idea some average joe wants to explore around is nearly impossible, it costs literal millions to even go 1000 km from base

and honestly even if everything goes right, it can still go wrong. a lot of people have died even within 50 km due to mechanical failures or being lost in the blizzard

a random boat asking for docking permission will simply waste valuable resources and has no purpose being there
