For the sake of argument, let’s assume your right. That would mean their (whomever they are) intent would most likely be the relocation of a large number of citizens. Which begs the question; why?

“Poisoning”, in my personal opinion, would probably be done covertly, but that would be too messy, in many ways. However, if certain agencies would do some tests, and find the land is unfit to be inhabited as a result of these disasters, it could be deemed necessary to relocate the population, “for their own safety” offcourse.

In light of what has been happening the last three decades, your theory doesn’t even sound ridiculous or far fetched.

If there are ACTUALLY a ton of these per year then we're feeding another thing to be angry about that isn't a real act against us. We're paying attention now to every derailment when it may have always been this way. I'm not sure that it has, not sure that it hasn't but what I do know is that this could be more psychological warfare to make us look nuts.
