My concern is that these children should not have been removed in the first place.
This death my note: not related to the Drown children happened in the care of the foster family two weeks after the children had been removed.

I don't know what death you are talking about. But FYI, as far a foster care deaths go, almost every death in Oregon's foster care system was at the hands of RELATIVE care givers!!!. This is one reason why many people don't think that a family member of a convicted child abuser is the best possible placement for any child.
