Title-21 of Maine law compels electors to vote as pledged by the popular vote. State law does provide for splitting EC votes by congressional district. So, Maine is submitting a 3-1 vote, 3 for Clinton, 1 for Trump, who won CD2 When Bright tried to vote for Sanders, the president of Maine's EC ruled him out of order and a second vote was conducted. Three Democratic electors have tried to be "faithless" by not voting for Clinton. One in Maine, one in Minnesota and one in Colorado. Those votes were changed and registered for Clinton.
